2018 智慧城市 臺北宣言

Ladies and gentlemen, on the behalf of the hosting city, Taipei City, I extend my welcome and thanks to all of you for your participation.
I will be giving a brief warp-up of the two day summit. Though my conclusion is quite limited compared to what we discussed in the past two day's leader sessions. We have talked about the issue on how the city can utilize the advantage of ICT in terms of pursing a better smart city. We also covered citizen's participation in the process of smart city development.
Having more than 25 city mayors and local government representatives, and have them shared their thoughts and experiences, we feel that is a good international cooperation and it is the exact purpose of the Smart City Summit in Taipei.
At the same time, however, it also means the conclusion and consensus we have made during the summit are "temporal". As smart city is a term of ongoing, instead of constant noun, I feel it is necessary from me to emphasize that the conclusion I am going to make will be temporal.
So there is the conclusion that regarding the development of smart city, the role of local government is imperative, I think we can all agree on that. But what is the heart of smart city? What is the most important thing in ICT itself? It's the concept of people-centered.
And also the purpose of the smart city is to create a better quality of life while using limited resources to resolve the huge amount of issues.
How to we manage to do all of that in the process? It cannot be expensive, it need to be affordable. Therefore, I personally recognize that the smart city development can be process synchronize in two approaches:
One is the how the local can resolve their problem by themselves; one thing on demand on local is that you have to be enable the process of innovation. In the innovation approach, because it is, only the local government and local industry can resolve the problem themselves.
But in the meanwhile, smart city is so profound. And the important thing is that it need global solution. It cannot be done by single local or regional government. It needs to have more international cooperation. So exchange programs and further cooperation among other regions, cities is quite necessary.
It is with delight and honor of Taipei City to invite more than 60 leaders and representatives from regions, cities and state in more than 29 countries to come to Taipei. We appreciate your coming.
I want to emphasize again that the City of Taipei committed itself to play a role of platform of smart city. We open on the all-city scale, rather than a certain spot as living lab for smart city solution. And we would like to get further international cooperation and would love to play an important role as we are marching to the smart city solution provider. So if you need anything in terms of experimental of smart city, come to Taipei! We like to get further cooperation with you.
They will leave me with few second that I want to say something. We welcome you to Taipei again at the same time, right this place, but with get bigger scale in the 2018 smart city summit in Taipei. On the behalf of the Mayor Ke, I extend my welcome to you again.

接下來我會為這兩天的首長高峰會做一個簡短的開頭。 和過去兩天首長會談的討論相比，可能我的總結會較為簡潔。 我們探討了城市如何利用物聯網來促成更好的智慧城市的議題。在智慧城市發展的過程中，我們也涵蓋了公民參與。
超過25位市長及地方政府代表，讓彼此分享他們的想法和經驗，我們認為這是一個很好的國際合作，而這也正是臺北智慧城市首長高峰會的宗旨。
然而這也意味著在高峰會中，這些總結及共識同時也為"暫時的"。基於智慧城市是一個代表持續進行，而非一貫的名詞，我覺得我必須要強調接下來我所做的結論是暫時的。
關於智慧城市發展的總結，地方政府所扮演的角色是急迫的，我想我們都可以同意這一點。但是什麼是智慧城市的核心? 而ICT本身最重要的事情是什麼? 這就是以人為本的概念。
而智慧城市的宗旨也是運用有限的資源去解決大量的問題，進而創造更好的生活品質。我們在這過程中該如何管理? 不能是昂貴的，而必須是可負擔的。因此，我個人推薦智慧城市發展可以用兩種方法同步實施:
一個是地方政府如何獨立去解決他們的問題; 當地的需求就是必須實現創新的過程。在創新的方法下，只有地方政府和當地廠商可以自己去解決問題。
但在同時，智慧城市是非常深奧的。重要的是，它需要全球化的解決方案。它不能單靠當地或區域政府來完成，它需要更多的國際合作。所以在不同的地區互相交換計畫，還有長遠的合作，城市是非常必須的。
臺北市非常高興並且榮幸的能從地區、城市、國家中，邀請超過60位領導者及代表，以及超過29個國家參訪臺北市，我們非常感謝您的蒞臨。
